Martin County, Out-of-County Families Encouraged
To Participate in Controlled Open Enrollment Process
The Martin County School District has announced the Controlled Open Enrollment (COE) school options that will be available to both in-county and out-of-county families in the 2023-2024 school year. This year's application period is March 1 - 31, 2023.
Section 1002.31, Florida Statutes, requires each district school board and charter school to adopt a controlled open enrollment plan that allows a parent from any school district in the state to enroll their child in and transport their child to any public school that has not reached capacity. The controlled open enrollment plan is in addition to the existing choice programs such as magnet schools, alternative schools, special programs, advanced placement, and dual enrollment.
The schools listed below will be open to both Martin County and out-of-county families for the 2023-2024 school year through the COE plan. Martin County residents will receive priority access to available seats.
- Crystal Lake Elementary School
- Hobe Sound Elementary School
- J.D. Parker Elementary School
- Jensen Beach Elementary School
- Palm City Elementary School
- SeaWind Elementary School
- Hidden Oaks Middle School (limited to 65 seats)

"We invite all families to check out the incredible, comprehensive opportunities the Martin County School District offers to children," said Dr. John D. Millay, Superintendent. "Our District is known for its exceptional educators, high graduation rates, rich academic and extracurricular programs, safe campuses and outstanding facilities. We look forward to meeting new families and sharing more about what makes the Martin County School District an excellent choice for their child's education."
Out-of-county families that wish to have their child(ren) attend one of the above schools must register for a FOCUS Parent Portal account and complete the application process during the period of March 1 - 31, 2023. In-county families may complete the application process through their existing FOCUS Parent Portal account. Families are responsible for providing transportation for their children for all assignments approved through the COE process. Application decisions will be issued to families in April 2022. Students accepted into a COE school assignment will be permitted to continue attending the school through the highest grade level offered on campus.
